No decision change after meeting with the President
Former Chief Justice of India G.N. Bagawathi, the Chairman of the International Independent Group of Eminent Persons (IIGEP) said to media yesterday that the decision of the international monitors to leave the country would not be changed after the meeting with the President yesterday (22).

At the press briefing held this morning, a journalist posed a question to the IIGEP if it would not change the decision to leave the country if the President urged them to stay further and observe the investigations of 16 serious human rights violations including killing of 16 relief workers at Muttur.

Mr. Bagawathi said the aim of the meeting with the President was to thank him for inviting them to Sri Lanka. He said that the IIGEP had already made recommendations on the procedures to follow if the government actual needed to investigate the human rights violations.

Clarifying the reasons behind the suspension of the monitoring of the IIGEP, Mr. Bagawathi said that there were obstacles to the IIGEP from its inception due to the interferences of the Attorney General’s Department to the work of the Committee of Investigation. The IIGEP, which was mandated to monitor if the investigation was conducted in accordance with international standards and transparency, objected to the role of the Attorney General’s Department since it impeded the process of investigation. Lack of procedure to protect the victims and witnesses, slow pace and lack of transparency in investigations, non-corporation of the state institutions and the lack of financial independence to the Commission of Investigation were cited as the reasons behind the resignation of the IIGEP.

IIGEP has made six recommendations to the President to overcome these obstacles.
